The Barcara or Motel 6...it's a real tossup. Actually, Carpinteria just a few miles south has far better hotel/motel prices.

Extended Stay Hotel, right across the street from In N Out off Turnpike is a great place to stay if you have dogs. And, the rooms have kitchenettes. I think the rates are probably better the longer one stays...

The Presidio is now hipster cool. The Pepper Tree if being up town isn't a big deal. Near the beach, I think the Oceana is one of the better deals around. Hidden gem.

Best Western South Coast Inn on Calle Real in Goleta, or the Ramada Limited on Calle Real near Turnpike.

What do you mean by cheap? I love the Presidio (stayed there on my wedding night) and recommend it to all friends coming into town. My wedding guests stayed at the El Prado which gave us an amazing rate and the rooms were pretty nice. It's a Days Inn now though, so I can't vouch for the rates or quality anymore. Might be worth a look.

My friends/family always stay at the Ramada on Calle Real near Turnpike - very clean, nice pool area, reasonable rates. Longtime local owners.

Motel 6 in Goleta (Fairview/Calle Real). They remodeled a few years ago and it's not bad for the price. Basic but comfortable.

I am staying for a couple of days at the Agave Inn, 3222 State St. near Loreto Plaza. It is obviously an oldie that's been refurbished in good taste -- small but adequate rooms with all-white interiors accented with bright Mexi-colors. Excellent bed, wall-mounted flat-screen TV, mini-fridge and microwave, well-tiled large bathrooms with good shower and tub and useful toiletries. Well run and with courteous, thoughtful hosts, and they provide adequate "continental" breakfast included every morning. All this and the Gelson's/Renaud's Patisserie/Via Maestra/Chaucer's plaza just across the intersection -- for $79-$99/ night. Beat that!

Days Inn on State St/Arrellaga (formerly El Prado). My partner suggests Motel 6 at the beach (by Zoo) as affordable and beach location.

In Carpinteria I recommend the Holiday Inn Express. They have an excellent rate for locals. You should ask for it. The Best Western in Carpinteria is nice but usually pricy. Both Motel 6 locations in Carpinteria are very poor, imo. I made the mistake of booking family at both locations and they are no longer speaking to me. Just kidding about the "no longer speaking" part.

We have used the Quality Inn at the corner of De La Vina and State for years. It used to be The Mountain View Inn. They have recently repainted and refurbished and they have coffee and danish in the morning, a heated pool and is usually very quiet. My folks stay there once or twice a year and the rooms are aroun $80 depending on the season.

There is a woman who posted that she would rent her space (cottage or apt) for $450.00 for I believe it's 9 days, in the beginning of May I believe. Don't know if the timing works for your friend or not... you can check interspirit.net, I believe you would have to do a sign in first to check.

Cheap is a relative term in Santa Barbara. I would recommend the Ramada at Turnpike & Calle Real across from the IHOP. I have had family stay there on several occassions. Rooms are clean and they have a beautiful waterlily lagoon with ducks, fish and turtles. They also serve a free breakfast and offer free wifi. Staff is very friendly. They are not always the cheapest but seem to be a good value.
