We did a great group costume for the CAF Black & Orange Bash several years ago.

Caveman-type costumes (fake fur tunics and face fur over our shoes) plus Santa hats.

Wear some "spanish style" roof tiles on your head and some cream colored clothing...you're instantly any-building-santa-barbara. Just as long as you're not too tall, that is - otherwise you'll be walking around as "No on Measure B" ....

So far, I think ENL and Patrick have the funniest ideas, although OICUB12 has a good one too.

Here's a tweak to Patrick's, perhaps Santa and an alternate famous Barbara (so that the idea uses no stereotypes?) such as Barbra Streisand, Barbara Bush, Barbara Walters or Barbara Boxer?

Oh, and OP, post a photo when you have it worked out! Fun!
