Subject Being Hobbled at Corona Del Mar

Roger reports police activity at Corona Del Mar with the subject being hobbled. Missed call but lots of cops passed my house with their sirens and lights on.

Funny, 953p, but also serious - if "the Wrap" is available, why would the police not use it, especially after that news segment on how much better it is than hobbling? Not that I would condone it, but I wonder if someone could sue the PD for not using it when they could have and the arrestee is injured. If the PD is going to be spending money on what is IMO stupidly expensive gear for what it provides, why not use it?

No, -005, a 'hobble' is not a wooden mallet that you hit a resisting suspect with. It's a rope device that immobilizes a violently resisting suspect's legs to prevent them from kicking. I used one a few times in my LE days. When used properly, it's effective and doesn't hurt the suspect.

I have been hobbled it's really not all that bad I figure they might have been in a hurry and figured the guy would not have been enough of a threat to be wrapped.

I heard "wrap" on the scanner but I also missed what this call initially was for. It just sounded like a struggle all of a sudden.
