Off The Coast Barge

Question from a newcomer to Santa Barbara: what exactly is the large blue and white barge/ship just off the coast at East Beach? Does it have anything to do with servicing the oil platforms?

It is a spill containment response boat that is staged there in case of an oil spill. If you ever get near it you can see that the front is open, I think it is designed to scoop up oil from the surface.

Hmm, I wonder how often they start it up and run it around a bit?
I've never once seen it move. Seems a bit of regular use might be beneficial for maintenance reasons. Or perhaps they do and I've just never noticed? I'm not omnipotent (yet), so I suppose it's possible.

I seem to recall someone noting that it was gone for a while during that last big oil spill, as it had joined onto the response efforts there.

I do not believe it runs on it's own..they tow it like a barge.
