State and Mason Construction

I happened to be riding by the empty lot at State and Mason, like so many times over the years, but today there was an open gate with some CalClean guys working on these big giant blue vac's.

I had never viewed the lot so openly and decided to snap a few pics. After snapping these pics I was told to stop taking pictures by the workers. I ask why and they said it was not allowed. I said okay and moved on.

I later looked at what I had captured and saw all these white PVC pipes, some seemed to be placed as though they were pumping something from underground. Does anyone have info on this? I'm stumped on the secrecy.
