Why are flags flying half-staff at fire stations in Santa Barbara?

A lifeguard in Newport Beach drowned while rescuing a swimmer. The lifeguards are part of the N B fire department.

A friend of mine grew up body-suring "The Wedge," down in Newport Beach. He said it was super dangerous if you didn't know about the rip currents and if you were a newbie just trying out the waves. Lots of people suddenly pulled out to sea and also many getting "planted" head first in the sand by big waves.
