Fire Prevention Fee Headed Your Way

I recently received an email notification about a Fire Prevention Fee bill that homeowners will soon be charged with. Has anyone else heard about this? Below is a portion of the email I received from Das Williams:

California is facing one of the most severe droughts on record and we are already experiencing the dire effects with the recent outbreak of wildfires. Within the next couple of weeks, you may be receiving the 2013-14 State Responsibility Area (SRA) Fire Prevention Fee bill in your mailbox. This Fee applies to owners of habitable structures-single family homes, multi-dwelling structures, mobile and manufactured homes, and condominiums-to fund a variety of important fire prevention services in the state.

The map below is supposed to show the areas of who will be charged. The areas that are shaded yellow will receive the fee. The full map is here.
