Creek Water Pump

On a hike today I saw a pump set up in the creek to fill up tanks. The water in creek is low and dries up farther down which can't be good for fish. I called the Department of Fish and Game and they said it is illegal to pump out water even if they had old water rites as the endangered steel head trout habitat. Could it be the San Ysidro Ranch hotel?
