Third Party Water Billing

Are we responsible for a water bill if it is not sent to us in a timely manner and the meter is not read (meter is not electronic)? We live at an apartment complex in Goleta and they are not having us go directly through GWD (Goleta water district...which I know is having problems as well).. They are going to use a third party and then we pay the complex directly. Unfortunately, we are not receiving a bill. They said they do not know when we will receive a bill. How can they gauge our water usage if we do not have an electronic meter (all units do have their own individual meter) and no one is checking the meter?

Call the County Weights and Measures Department and ask them. 681-5600. Ask to speak to an inspector

Either they are in charge of testing all water sub-metering or will know how its done.

OP here. All units in this complex pay water since we have w/d hook ups. We are totally fine with paying water and want to do it on time.

They said they will bill us by having the meter send the usage through the phone line , but don't know when or what third party company yet...

We are worried more about inaccurate readings and getting a large bill months from now.

Hmm.. this is a tough one. If it was a condo there is usually an advisory board that you could contact. But if you're renting, unfortunately you might be at their mercy. Take a look at your rental agreement and read through it carefully. They might be violating their own agreement on water bill/usage.

How many apt units? I have never heard of a regular apt building that has washer dryer hookups in each unit. What is the name of the complex?

To answer your question, yes you are responsible for paying for the water you use. District must be flush if they don't bother reading meters or sending bills. If they can't tell you when they'll send a bill, tell them you don't know when you'll pay them, or pay them a nominal amount based on experience and let the billing deparent sort it out "when they get around to it".

Who is assigning the third party? GWD? Manager of complex? Remote sensing makes good business sense, or so I have heard.

OP here, to answer the question from 496. The apartment complex is assigning the third party. I know we are responsible for the water bill and we are completely fine with it. We were originally told we should set up water with GWD, but the complex changed their mind & decided to do a third party. We still do not know who the third party is. We can't pay it to GWD since we have no account with them and we can't pay the complex since they don't have bills for us. It just seems "off" to me...

This sounds weird, i think all the tenants and the property manager need to sit down and get that sorted.

Gwd is billing the 3rd party? Then they bill you 3, why even do that.

OP here, a sit down will be relatively impossible. The management is horrible and all new residents have had issues, I wish I could say the name of the property so that people avoid it at all costs. It is not worth the so called "luxury" and almost 2k rent for a one bedroom.

Sounds like you are living in the Willow Spring Apartments just as I am myself. My horse is mad at me, had to cut back on his water because of this- I recall paying the fellow down the street with a few chickens and then one day he charged me .40 cents. ...Interesting how I have been able to live so long that the dollar amount that could have bought me a new car is now what I pay for rent on a land that I rode my horse through a few couple hundred times.

Sorry, OP, you are in a really bad situation. I thought of SB City Rental Mediation Task Force. Does Goleta City have any resources? Maybe check with an attorney; if tenants all split the cost of a consultation? I'm a renter too, have a laundry room; water is part of rent. Sounds real fishy. Start putting some money aside for the bill like some GWD customers did.

OP here. We do all have individual w/d hook ups. We each have our own utility room for this and storage. The utility rooms are off our balconies/patios. We do have a washer and dryer so I understand why water is not included in rent. There are many issues, this being only one. Charles Bronson is spot on (lol?), that is where we live to answer the other poster who asked.

We are working on our options as this seems so shady.

As a renter I never paid for water in California. I lived in several large complexes in San Diego where I had my own washer/ dryer in unit and never paid water.
