What Birds Are These?

I was on a walk with my dog yesterday and noticed a flock of black birds near the volleyball courts in front of the Andree Clark bird refuge. I have never seen this type of bird before. They look like crows except smaller/daintier with a bit of a longer tail. They make a very high pitch sound that is captivating. Any edhat members out there know what they are?
