Ralph's Ignores Drough Crisis?

So...this just happened: I took these photos at 11:00PM [Monday night] at Ralph's downtown on Carrillo & Chapala. These are the patio area out front and the underground garage; both are all shiny & clean & WET, because there was a team POWER-WASHING the grounds, stairwells included. Considering the drought conditions we're all suffering, I asked management inside about it and even they seemed shocked and said they had no idea there was a crew engaged in this.

Now, if I were outside my home power-washing my driveway, my neighbors would beat me half to death with their push brooms and I'd soon find a hefty fine citation in my mailbox once I was released from the ER. Is Ralph's somehow exempt from the drought?
