Harbor Mosaic

There's a new mosaic at the harbor and it is generating some questions. It's located on the new sidewalk that welcomes visitors from cruise ships to Santa Barbara. The question is why is it oriented with the top towards Stearns wharf rather than Cabrillo blvd? The only thing we could come up with is that it represents a similar view as the seal. However, it also means everyone getting off a cruise ship will have to rotate to the harbor side to read it.

I'm not being critical since I think it works, but I think an orientation towards Cabrillo would also work. Just curious who made this decision, and was a committee involved?
