Help me understand. They want to remove the rocks protecting Goleta beach because they interrupt the natural flow of waves and sand. Let nature have its way. Yet dredging of harbors is allowed without question. Do we pretend that the dredging doesn't have other effects? Clearly it depends on who carries big political clout.

7078... the key is a working harbor. Goleta hasn't had one of those since the Spaniards sailed the oceans blue and they weren't into dredging back then.

There would be no harbors without the dredging; without the dredging there would be no fishing fleet, at least not in Santa Barbara. And, yeah, the desire for a harbor and a commercial fishing fleet probably equals clout.
