Three Suspects Arrested in Santa Maria

A wanted felon is in custody and a Santa Maria couple was arrested for child endangerment
among other charges following an incident at an apartment in Santa Maria. On January 21, personnel from
the Santa Barbara Sheriff's Office, State Parole, Santa Barbara County Probation and the Santa Maria Police
Department followed up on information indicating a Parolee-at-Large, 29 year old Jorge Cortez, was staying
at an apartment located in the 1900 block of South Lincoln. Law enforcement personnel from the involved
agencies went to this location in an attempt to find Cortez. As they entered the apartment, Cortez jumped
out of the second story window and fell about 20 feet, breaking his leg. Cortez was taken into custody and
immediately treated at a local hospital. After being released from the hospital, he was booked into Santa
Barbara County Jail for a violation of his parole terms.
Once the scene was secured, a large amount of methamphetamines was located in the apartment. Five adults
and two children were at the location when officers made contact. The two children (a one year old boy and a
two year old girl) were taken into protective custody by Child Welfare Services (CWS). Both children had easy
access to over a 1/4 pound of methamphetamines and drug paraphernalia. The narcotics were located on the
floor in the children's bedroom, intermixed with food items and toys.
Santa Barbara County Sheriff's Narcotic and Gang Detectives responded to investigate the case which involved
subjects who are documented gang members. The children were transported to the hospital by the detectives
and CWS personnel. Once medically examined and cleared at the hospital, CWS turned the children over to
a grandparent. The children's parents, Rafael Ceja, 07-18-87 and Mayra Quintinar 05-11-89, were taken into
custody and charged with felony child endangerment and possession of methamphetamines for sale. Both
subjects are active Santa Maria gang members with prior gang charges.
Ceja and Quintinar were booked for 273 (A) PC - Child Endangerment, 11377 H&S - Possession of Controlled
Substances, 11378 H&S Possession of Controlled Substances for Sale, 11364 H&S - Possession of Drug
Paraphernalia, 186.22 PC - Criminal Street Gang Enhancement.
