Salvador Gallegos Munoz, age 34, of Buellton, was arrested for possession of obscene matter. The crime was discovered when Munoz returned his iPhone 4S to a service provider in order to upgrade to an iPhone 5.
On December 23, 2013 at 10:28 a.m., SBPD Officer Oscar Corral responded to Sprint at 1011 State Street to investigate a report of obscene matter found on a customer's cellular telephone. Investigation revealed that on December 19, 2013 Munoz went to Sprint for the purpose of upgrading his iPhone to a newer model. He turned in his old phone and purchased a new one. Staff at Sprint assisted Munoz in transferring his data to his new phone and then started the process of refurbishing his old phone. During that process a Sprint technician found an image of an approximately 10 to 12-year old boy engaged in a sexual act stored in the phone's memory. The technician notified Sprint Corporate Security which directed him to notify the Santa Barbara Police Department. Officer Corral identified Munoz as the suspect in this case and took custody of Munoz's old cell phone as evidence.
SBPD Crimes Against Persons Detective Charlie Katsapis was assigned to conduct follow-up investigation and on December 27, 2013 he obtained a search warrant to view the contents of Munoz's old phone. SBPD Crime Lab Technician Mike Ullemeyer conducted a forensic examination of all of the digital data on the phone and found it to contain three images of child pornography. On January 2, 2014 Detective Katsapis obtained a $20,000.00 arrest warrant for Munoz for the crime of possession of obscene matter and a search warrant for Munoz's residence on the 400 block of Central Avenue in Buellton. On January 7, 2014 at 7:00 a.m. SBPD detectives executed the search warrant and arrested Munoz. Initial examination of his computer equipment revealed that Munoz was in possession of what appears to be thousands of images and videos of child pornography. Munoz acknowledged that he has acquired and exchanged child pornography over the internet since 2006. Thus far the investigation does not indicate that Munoz physically abused children.
Munoz was booked into Santa Barbara County Jail on the aforementioned warrant.
