Anapamu Trees in Distress?

I, love, trees. The "Tunnel of Trees" on Anapamu Street between Garden and Milpas is a beautiful stretch of road in Santa Barbara, & brings a smile to my face every time I drive through it. Recently I noticed that there are four trees that are seemingly dead--completely brown needles on every branch. I may be displaying my ignorance here, but are these trees in fact dead, or are they just not Italian Stone Pines as are the rest of those along this stretch? Perhaps the four brown ones aren't evergreens, but I thought all pines are evergreens? As I compare the bark to those that are still green, the brown ones seem to match. So, if they ARE all Italian Stone Pines, then my next question stems from concern that the four brown trees might in fact be infested with Western Pine Beetles or Bark Beetles--either of which can easily spread to destroy ALL the trees along this road--who at the City of SB should be contacted to inquire as to whether or not they are aware of the possible distress of these trees, and if they have had an arborist evaluate them?

If in fact these four trees ARE infected, it would be a tragedy to see ALL these trees eventually destroyed because the City was not proactive in immediate removal of the four affected trees. Then again, perhaps the City IS aware of this, and is silently waiting for the inevitable so that they have an excuse to chop them all down to save the sidewalks & street, similar to the plight of the ficus trees on upper State Street. (No, I'm not a conspiracy theorist, but if you think it's aliens then it's probably aliens).
