Home Invasion Arrests

Tobias Seth Minehan, of Carpinteria, and Ryan Timm Larson, of Santa Barbara, both age 19, were arrested for multiple felonies, including burglary and false imprisonment, stemming from a home invasion they perpetrated in late November at an apartment on the 100 block of Oceano Avenue. The victims in this case are two 19-year old male roommates who reside where the incident occurred, the 19-year old girlfriend of one of them, and a 21-year old male neighbor. The girlfriend and neighbor were inside the apartment with the two residents at the time of the incident.

On November 27, 2013 three of the victims went to the Santa Barbara Police Department to report that they and a fourth person had been the victims of a home invasion committed the night before by two male suspects, one of whom was wearing a mask and armed with a gun. They stated that during the incident one of the 19-year old male victims was beaten repeatedly by the unmasked perpetrator while the other male victims were held at bay by the masked gunman and the female victim remained locked in a bedroom. They said they did not immediately report the incident to the police because they were fearful of retaliation by the suspects. The remaining victim left Santa Barbara in the hours following the incident; he contacted the police upon his return on December 2, 2013.

Investigation by revealed the following. Prior to the incident Minehan and Larson conspired to batter one of the victims in retaliation for that victim having a relationship with Minehan's ex-girlfriend. On November 26, 2013 at approximately 11:00 p.m., Minehan and Larson went to that victim's apartment on the 100 block of Oceano Avenue. Larson wore a ski mask and carried a replica Uzi submachine gun. They entered the apartment, confronting two of the male victims (one of the residents and the neighbor) in the living room. Larson ordered them to get on the floor and held them at bay with the replica gun. The female victim was in a bedroom and upon hearing the commotion locked herself inside, in fear for her safety. One of the suspects commanded her to remain there and to not call the police. The victim that Minehan sought to batter was asleep in his bedroom. Minehan entered that victim's room and repeatedly punched him on the head while clenching a roll of quarters wrapped in duct tape to increase the severity of the blows. The victim woke from the assault and fought back, ultimately arming himself with a metal exercise bar and chasing Minehan out of the bedroom. When he followed Minehan out of the room, however, he was confronted by Larson who pointed the replica gun at him, threatened to kill him, and ordered him to return to his room. Fearing that he was about to get shot, this victim retreated back into his bedroom. Larson threatened the victims that he would return and kill them if they called the police. Minehan and Larson then fled the scene. The victim that was battered sustained bruises, cuts, and abrasions to his head, arms, and torso as a result of the attack.

SBPD Officers Andy Radujko and Kyle Crooks conducted the initial investigation into this incident and identified Minehan as one of the suspects. On December 3, 2013 SBPD Crimes Against Persons Detectives Charlie Katsapis and Michael Claytor conducted follow-up investigation and identified Larson as the other suspect. They located Larson in class at Santa Barbara City College and arrested him. Following Larson's arrest they located the ski mask and replica Uzi submachine gun used in the incident at his residence. Detectives Katsapis and Claytor also discovered that since the incident Minehan had returned to Cal Poly San Luis Obispo, where he is a student. They contacted Minehan by telephone and he subsequently returned to Santa Barbara on the following day and turned himself in at SBPD.

Minehan was booked into Santa Barbara County Jail on the following charges with a bail amount of $100,000.00:

• Burglary • False imprisonment • Intimidate a witness by force or threat of violence • Conspiracy • Assault with a deadly weapon

Larson was booked into Santa Barbara County Jail on the following charges with a bail amount of $100,000.00:

• Burglary • False imprisonment • Intimidate a witness by force or threat of violence • Conspiracy • Brandish a replica firearm
