At 3 pm, Santa Barbara County Fire Department (SBC FD) responded to an animal rescue located at the
north end of Cieneguitas Rd. in Santa Barbara.
SBC FD responded an engine and a ladder truck to the scene. SBCFD was assisted by
the Santa Barbara County Animal Control. A man was in the area walking three dogs
when one of them fell tail first into an uncovered drain pipe. Firefighters arrived on
scene and found a 13 year old Britney Spaniel named Biscuit had fallen into a drainage
pipe. The drain pipe was 12 inches in diameter, with a 10 foot vertical drop and also
encased in concrete. Firefighters were unable to access the dog from a horizontal vault.
Firefighters supplied oxygen to the dog during rescue. Firefighters made a cinching
device from an anchor strap and with the use of two 10 foot pike poles (hooks),
were able to maneuver the strap around the dog's torso and under her front legs.
Firefighters simultaneously pulled the dog from the drain pipe uninjured. The rescue
lasted 45 minutes.
