Wow, that's some of the most biased reporting I've seen in a WHILE. Speculation on "had the evaluation taken place...", totally skewed title ("last minute bombshell")...wow. Shame on whoever wrote this, someone should be allowed to find another job without this extreme public backlash.

Orange County has been in all kinds of trouble ever since their pension scandal. For her to take a job there indicates how bad conditions must be at Santa Barbara. I guess $250K/yr is not what it used to be.

Ventura County always promotes from Department Heads so they don't complain as much. Bringing someone in from the outside doesn't seem to help much.

I guess she was fairly conservative if she is asking Lavagnino and Gray for recommendations.

the most biased part of the Independent article is the photo on the main page; I am not a fan of Wallar, but Nicks article (and the sources who talked to him) seem very bent on demeaning Wallar, in what some may find a sexist fashion...

@541: She is not conservative - she just burned all of her bridges with the rest of the supervisors. She likely did not ask the others for recommendations because she knew she would not get them. The article is not biased or sexist. There are countless employees who would agree with everything that has been reported, and many are female. If anything, the article is too kind. I look forward to a CEO who is collaborative, open minded, interested, approachable, and is not a micromanaging control freak who feels the need to berate people both publicly and privately.

@590: Very well put. I know employees who have been in the County for at least two previous CEOs and all have said that the amount of time it took for Wallar to throw everything into disarray was astoundingly short.

Why would she go to Joni Gray for a recommendation? Joni Gray who oversaw the loss of millions in the LHCDC scandal? As the old saying goes, "Show me your company and I'll tell you what you are." Joni Gray needs to be held accountable for what happened in Lompoc. Where did all that money go? Did Ms. Waller know any of the dirty details of that mess? Maybe that's why she's leaving.

yes, let's not romanticize the days of Mike Brown....his maniacal, ruthless, tea-party informed leadership is nothing to pine for. Perhaps finding a CEO who does not micromanage or have a hair-trigger temper is impossible. But I believe if the BOS looks within our own ranks, that person is there.

Besides, anyone who has had any contact with a County department knows that they could use some micromanaging. Or is everyone convinced now that the County staff, some of the highest paid people in the public sector, with pension benefits 25% more than Ventura employees get, and medical benefits to boot, are doing a great job in all respects?

@768 - While some are paid well, the majority are not. Many have second jobs because their County salaries do not cover their living expenses. Most live paycheck to paycheck. Many have lost their homes thanks to wage concessions.

Had you been at the BOS meeting last year during which social workers lost 3.5% of their wages, you might be singing a different tune. I'd like to see you spend your days removing children from drug-riddled homes that are covered in excrement. They don't go home and roll around in $100 bills. They go home and worry about how they are going to pay their $20 electricity bill.

Naturally, some are not well suited for public service. However, most are kind and helpful individuals who go above and beyond the call of duty, and deal with rude citizens on a daily basis. Perhaps your negative experience has something to do with your negative attitude.

590, like so much in life, its the few that spoil it for the rest.

The teachers, social workers and plethora of people who forge through the muck each day to help make our town and country a better place are deprived of a better life because there are far too many lazy, over paid bureaucrats doing superfluous jobs for far too much money. And since its a bureaucrats sole purpose in life to protect their turf, nothing changes... and instead of being lauded with praise and cash you and your fellow heroes suffer.

Please accept at least one pat on the back from at least one resident for your hard work and dedication. You're appreciated beyond what you hear. Thank you!

The County CEO should be someone who shares the values and the reality of SB County. Mike Brown, now of COLAB, certainly did not share the values of the majority of voters in SB. He and his crony Andy Caldwell are more Tea Party than pro-SB County. Anti-government and anti- regulation. And I guess Ms. Waller didn't reflect SB values much either. I like the idea of promoting from within. Maybe that person could start at a more reasonable salary which should also reflect our values and our fiscal reality.

This same switch happened in the 1980's when CEO Larry Parrish (then a modest Administrative Officer title) left after 10 years at the County, 5 as probation head and 5 as AO, to go to the big OC. He later ended up at Riverside (?) County.

Since 1980 or so we have had Larry Parrish (outsider) Dave Elbaum (outsider), Chuck Wagner (the only local, former head of County Public Works, 3 years as AO), Mike Brown (outsider), and now Ms. Waller (outsider).

Would be nice to have more of us local yokels get promoted to a department head positions like this at the County. There are a lot of talented people working there who are routinely overlooked for promotion to top jobs while outsiders come with no knowledge of the area.

Interesting how much turmoil this is causing everyone.

Check out the wages offered for most jobs on the County's website. Maybe there are some low paying jobs, but those are clearly for people without college degrees. A guy in Ventura I know recently left his job at the County for one that took less knowledge because he could get a 10K pay increase. And look forward to a 25% higher pension based on the pension calculators they make available.

An animal control officer without a high school diploma can make up to 51,000/yr. They won't get rich, but are they really suffering?

Red Creek: Omitted Kent Taylor, who served as CA in the 90's with honor, competence, and humility. He was hired from another county and was a quiet, no-nonsense professional who followed board policy. He followed Wagner, retired to SLO, and was succeeded by Brown. They can do a lot worse than Kent.

Andy Caldwell purports to represent the "Coalition of Labor, Agriculture, and Business."

Mr. Caldwell represents his own narrow viewpoints. I don't recall him ever consulting any employees for their viewpoints under his "Labor" appellation.

Tuesday, someone could show up at the public speakers podium in the County Board of Supervisors Hearing room purporting to represent the "Business, Agriculture, and Labor Coalition" and begin to pontificate.

That person would represent just another narrow viewpoint under an expansive title.

STRAY: COLAB does not publish the names of the members of its board of directors. COLAB's website identifies its directors as having members from labor (currently public safety unions), agriculture (including farming, cattle. and flowers) and business (including taxpayers, oil and the Santa Ynez Chumash). When COLAB first started, it had a member of the Deputy Sheriff's Association on the board of directors and supported funding law enforcement. This was when land use, rather than finance, was the dominant county issue.

Whether the DSA currently supports COLAB, particularly with the importance of pension reform and compensation costs as county issues, is questionable.

376949: Andy Caldwell, executive director of COLAB, has a radio show and regularly expresses editorial opinions in the Santa Barbara News-Press. He used to have access to north county Supervisors, as well as dogging the county budget. Former county CEO Mike Brown is active for COLAB in SLO, where he has clashed with at least one board member; he apparently is regarded as more a gadfly than a watchdog, potentially a dangerous underestimation of Brown -- who tea party crackpot or not has a formidable and comprehensive knowledge of how government works.
