I don't think the penalties for driving without a license are strict enough. If you don't have a valid license and insurance, you should not be on the road. Law enforcement, due to pressure by the misinformed, has dialed down the penalties - that was a mistake. It sounds overly basic but a lot of unlicensed drivers simply do not know how to drive properly making them even more of a hazard.
