Heroin Dealers Arrested

On January 22, 2013 Randall John Leong, age 28, of unincorporated Santa Barbara,
was arrested for several charges stemming from the sale of heroin. Santa
Barbara Police Department Narcotics detectives had received a tip that Leong was
selling heroin in both the city and county areas of Santa Barbara; and on
January 22, 2013 the detectives conducted a surveillance of him. They followed
Leong back and forth between Santa Barbara and Ventura and observed him make
contacts with individuals consistent with the sale of narcotics. The detectives
conducted a traffic stop on Leong on 400 Old Coast Highway and searched him.
Leong had a baggie in the front of this pants that contained 102 bindles of
black tar heroin valued at $30.00 each. He was also found to be in possession
of a small quantity of methamphetamine and a meth pipe. Leong was arrested and
booked into Santa Barbara County Jail for the felonies of possession of heroin
for sale, heroin sales, transportation of heroin, possession of methamphetamine,
and transportation of methamphetamine. He was also booked for possession of
narcotics paraphernalia, a misdemeanor. His bail amount is $30,000.00.
On January 26, 2013 a two-month long investigation culminated with the arrest of
Jorge Madrigal Contreras, age 40, of unincorporated Santa Barbara, for charges
stemming from the distribution of methamphetamine to local drug dealers. On
January 25, 2013 SBPD Narcotics detectives obtained a search warrant for
Contreras's residence on 4800 San Simeon Drive. On January 26, 2013 they
conducted surveillance of the residence and stopped Contreras when he drove away
from it. The detectives executed the search warrant and found Contreras to have
2 bindles of methamphetamine and a meth pipe in his pants pocket. Inside of his
residence they found an additional 2.4 pounds of methamphetamine, $19,153.00 in
cash, and scales and other items used for preparing methamphetamine for sale.
The methamphetamine is valued at $25,000.00. Contreras was arrested and booked
into Santa Barbara County Jail for the felonies of possession of methamphetamine
for sale and transportation of methamphetamine, as well as the misdemeanor of
possession of narcotics paraphernalia. His bail amount is $100,000.00.
