Can anyone recommend the least expensive company for purchasing a custom glass
panel for a shower in Santa Barbara?

It depends on if you need a custom or standard size. If it's a standard size, you can put a 'wanted' ad in craigslist. I would recommend the ReStore, but they've become almost if not more expensive as buying new. You could also try local glass stores or maybe even custom order from Home Depot or OSH.

The note that this is for a shower makes it far more complicated. The glass will either need to be shatter proof glass or tempered glass. These cannot easily be cut from a larger sheet. You certainly need to work with an expert to get something safe. It may be a mistake to concentrate of "least expensive".

I agree with Nature Boy - JNL Glass has an excellent reputation for custom shower glass. We also used Quality Glass on Milpas - they were very good too. Don't go with cheap - shower glass is a different animal than window glass.
