Scanner REports 1-21-13
updated: Jan 21, 2013, 7:00 AM

By Roger the Scanner Guy

Monday-Monday, Welcome to anutter Monday. We've had a couple so far this year and I think we're going to have a few more. There is a robber living in the 1100 Block of De La Vina Street, I have the exact address but I'm sure there are PROBABLY others living there that are SNOT robbers. I learned about the Robber on Sunday morning when I heard a call go out about a gal whose cell phone got ripped off Saturday night and she traced it there. The SBPD said the phone had been taken during a 211 which is a robbery. I also think they said it was taken early Sunday morning but since I'm not exactly sure if it was Saturday Night or Sunday morning I'll just put both. Interesting about the taking of a cell phone being a 211 Robbery. There are a lot of things considered robbery even some forms of Shoplifting are considered Robbery. If I was going to commit a Robbery I'd take a HELL of a lot more than a cell phone, or something from a store. I'd do it up I mean supposedly you're supposed to do HARD TIME on a robbery.

Of course nowadays It seems like nobody does Hard Time even those whom Deserve it. So What the HELL! I don't know if the person that took the cell phone will even admit to it, or get charged. The plain and simple FACT is that the phone has been traced to an address in the 1100 Block of De La Vina. If nothing else, I can say there is a robber living in the 1100 Block of De La Vina. Neighbors WATCH OUT there is a thief in your block lock the doors and windows of your home and car, watch out whom you trust.

I've been hearing a lot of fall victims lately at Nursing homes I heard one the other day a 71 Year old man who went Code Blue on Olive Street after falling injuring his head. I don't know if he lived or not. I'm concerned about all these falls; I hear them all the time at every place in town. I remember when Belinda's mom was in a couple of those places one on Patterson the other on Toltec there was abuse. The one on Patterson had said she had fallen yet her scalp had been ripped a bit and there was an indentation on her forehead it didn't look like no fall to me, No one would do anything about it. I remember when my friend Mavis went to some HELL HOLE on Via Lucero everything she owned had been dumped or sold off. I tried to get some of her possessions but wasn't allowed to do so. In one of the places Belinda visited her mother at she discovered personal possessions and identifications of dead people on the floor of her mother's closet floor. Why were these people not turned in some might ask? They were turned in the powers that be did nothing about it. That tells me they are all part of the same turd. They scratch each other's backs and to me only the coldest of the cold hearted will abuse someone too old or handicapped to care for themselves. Yet there seems to be a whole Industry here in Santa Barbara where personal possessions disappear and older folks are abused. It's really too bad I mean one would think of some scary looking gang types, or gutter punks as being ruthless, Cold hearted thieves not someone who looks like Dear old Mom, or Clean cut Dad but Coldhearted ruthless thugs come in all shapes and sizes.

I heard one on Sunday that a resident of one place in IV a resident was threatened by a couple of youngsters who came to her door what is this; the new panhandling? BULL MANURE BULLIES! Come to my door and do that my doctor says I look 85 I'll give you jerks a little surprise. My landlord looks younger than me and he's 10 times as strong I'd like to see them go to his door and if he can't knock the scrap outta them his wife can! She's stronger than all of us and then some!

I'm still on the hunt for an old office chair I got plenty of junk to trade if anyone's interested.

There were more mostly drunks and 415's I don't always write them all down. I was wondering about something I've been hearing I heard that the kid that was killed on the 101 Last Week was kicked out of a vehicle. I heard there was some type of argument in a vehicle and he was kicked out of the vehicle. That would explain why he was on the highway. He probably had no idea where he was when he got hit by that car if that was the case. I've heard it twice now and I'm wondering if others heard it or if it's part of the investigation now? I'm just Wondering. Will have a Great Martin Luther King Day Folks. If Martin Luther King was alive today he would be shocked that people are Living his Dream Today. Have a Great Day and Dog Willing We Will See you on Wednesday. Roger

Roger I found an old office chair behind my BF's work that you could have (it looks comfy), unless the good old boys of marborg took it already. I can drop it off to you this afternoon when I pick him up. How do I contact you directly so I don't have to put my phone # up for all of Edhat to see?

    Didja get the chair, Roger?

If so, how about a report as you determine the source of the noxious odor by the Bacarra?

While I've heard of the odor I don't know what it is nor have heard more..I need a truck with testing supplies I prefer an automatic, with a cd player and a portable woodchipper on back for people who annoy me..When I get that I go out and find out what the odor is...

Roger, regarding your comments about nursing home complaints, we had a Long Term Care Ombudsman Program in Santa Barbara from the early 80's through the 2010-2011 county fiscal year, when it was funded with $11,852 by the county. Funding for the SB County Long Term Care Ombudsman program was discontinued the following year when the program's director missed a meeting to see a contact/friend in a local nursing home who had attempted suicide that day and wasn't available by phone. This is a program mandated by US and CA law to protect long-term care residents. The current program is operated out of SLO,, the Central Coast Commission on Senior Citizens, who has recently hired a director for SB's LTC Ombudsman program. The local resident and whistleblower arrested while trying to visit his friend at the Via Lucero facility was really the ideal community person to protect residents according to the law. He was arrested by SBPD for trespassing, although residents of nursing homes have the right to have visitors as long as the visitors don't interfere with their care or the facility's operation - they're not inmates, and the facility is supposed to operate as a home as much as possible. SBPD was ignorant of the law, and DA Dudley's office was ignorant of the law and filed trespassing charges against him. http://canhr.org/factsheets/nh_fs/html/fs_outline_resrights.h
tm The new operator of the facility told Finucane he wouldn't be allowed to visit his friend in private, and other people he wanted to visit would need written permission from a family member for him to visit. The law specifically prevents this kind of isolation; it endangers residents by allowing abuse to be hidden, and inhumanely deprives residents of social contact. These actions by SBPD and the DA's office were inexcusable, and the failure of Central Coast Commission on Senior Citizens to intervene demonstrated that residents had not only no protection, but a local government that increased their chances of abuse. People in long-term care aren't necessarily seniors, so the non-profit's name is misleading.
Central Coast Commission for Senior Citizens has scheduled "listening sessions" around the county for input on its draft 4-year plan. Tomorrow, Tuesday, January 22, there's one at 10am at Goleta Senior Center, 5679 Hollister.
The agency is also supposed to provide physically and mentally and developmentally disabled people with legal protection from physical and emotional and financial abuse according to US and CA law, but only serves the developmentally disabled, whose parents form a strong lobby. The sessions are advertised only to seniors, so there probably isn't any input from disabled people on their need for services.

Roger: A new director was hired in SLO and was looking for people to train as volunteer ombudsmen a few months ago - don't know if there are any ombudsmen visiting facilities in SB now, but there may be new ones.

Roger, my last comment probably wasn't clear. SB County doesn't have its own LTC Ombudsman program because the county doesn't contribute any funding. California doesn't provide any funding anymore, only the feds. I haven't found any county in CA besides SB that doesn't match federal funding.
