Goleta Panga

My husband and I were walking at Goleta beach this morning and saw a coast guard helicopter flying back and forth along the coastline. We then came across what looked like a panga boat perhaps? There was also a cop taking pictures nearby of items strewn along the small hillside out of the parking lot leading up to Sandspit road.
