OP here. It wasn't an accident which is why I asked. A CHP unit had the freeway shut down, but there was nothing obvious in front of it.

Normally when a CHP unit slows or stops traffic either by stradling the center lane with lights flashing or by slowly criss-crossing the lanes with lights flashing, it is, what is called, a "traffic break". Sometimes they slow the traffic to a crawl or even to a stop. A traffic break can be conducted for several reasons including an acident. Usually it means something is being done ahead often by another CHP or law enforcement officer, tow truck or Cal Trans crew. It could be an officer or crew removing some traffic hazard from the roadway, rounding up a dog or loose animal or other road hazard. If it is a serious accident the road is usally completely closed for a period and detour routes put into play.
