Suicide Attempt

CHP Officer Dan Ralph, #18754 was on routine patrol traveling on US-101 southbound,
when he saw a man, later identified as Mr. Schultz of Oxnard, walking on the
metal guardrail directly over the Milpas Street under-crossing; a violation of California
Vehicle Code ยง 21461.5/Disobey Regulatory Sign-Pedestrian on Freeway. Mr. Schultz
was walking heal to toe with his arms extended shoulder height for balance with Milpas
Street directly below. Officer Ralph stopped, backed up, and contacted the Mr. Schultz.
Officer Ralph noticed Mr. Schultz' wrists were cut and bleeding from an apparent
suicide attempt. Officer Ralph was able to talk Mr. Schultz off the guardrail and take
possession of the razor he had used to slice his wrists. Officer Ralph detained Mr.
Schultz temporarily in handcuffs, until the Santa Barbara Police (SBPD) responded.
The SBPD recognized the man as being someone they were looking for in connection
with previous suicidal threats. After SBPD questioned Mr. Schultz, he was released to
AMR and transported to Santa Barbara Cottage Hospital for medical treatment.
