What sort of parade is going on the Westside with whistlers and candles and drums?

Las Posadas is a nine-day celebration with origins in Spain, now celebrated chiefly in Mexico, Guatemala and parts of the Southwestern United States, beginning December 16 and ending December 24, on evenings. I could do without the whistles since they seem to go past each night as we're trying to put our baby to sleep.
