Does anyone know what the panga boat was doing out there. Did they have drugs? What were they smuggling?

To be more precise, the Coast Guard claims to have later found bales of marijuana floating in the area, but there were no drugs on the boat. Were they smuggling? Of course.

Umm, the dope was on the other boat. These guys were the refueling vessel. Why they were not blown out of the water is a mystery. They made it to within 20 miles of mexican waters. Did they catch the ones hiding on the island?
