Weirdo in the NeighborHOOD, 700 Block of East Victoria white male adult 20's attempted to open door

Of a private home with a hammer. He is possibly on some sort of drugs or alcohol, wearing black shirt and blue jeans. Last seen running from area aprox. 3:10pm.

The Police caught him when he came back into the neighborhood, lurking around. He was high on something and carrying a hammer to "defend himself".

That is pretty scarey I'm glad he didn't have to protect himself aganist any innocent victims..
