Of course it was an unlicensed driver - stop trying to make excuses for these people. It wasnt a scared kid it was an illegal immigrant. If it turns out to be a scared american citizen or a legal resident I will eat my words and apologize and never ever make the claim again... how's that? We all know that millions of illegals cheat the system and that it costs us all a lot of money. The worst part is they know that they are immune from any prosecution and as such dont care... nice culture we've created. Basically making those who abide by the law pay for the millions who dont... This is why you HAVE TO carry uninsured motorists coverage if you live in this area... a direct cost to each of us who follow the law.
