Major Injury Traffic Collision

On October 23, 2012 at 7:30 p.m., officers from the Santa Barbara Police Department responded to a
call of an injury traffic collision on Milpas Street near the intersection with Quinientos Street. Upon
arrival they found a bicyclist, Colleen Bernadette Devine-King, age 41, of Santa Barbara, lying on the
roadway with her bicycle. Devine-King was severely injured and transported by paramedics to Santa
Barbara Cottage Hospital Emergency Room.
Given the severity of the accident the SBPD Collision Reconstruction Team was activated and responded
to the scene. Investigation preliminarily indicates that at the time of the collision Devine-King was
riding her bicycle on the wrong side of the roadway, in violation of 21650 VC, when she was struck by a
Dodge Challenger travelling northbound in the #2 northbound lane of Milpas Street, just north of the
intersection with Quinientos Street. The vehicle was driven by Luis Miguel Torres, age 21, of Santa
Barbara. Torres was not under the influence of drugs or alcohol. A final determination as to the cause
of the collision will not be made until Devine-King's toxicology results have been obtained.
Devine-King is currently being treated at Santa Barbara Cottage Hospital for life-threatening injuries.
