Wanted Parolee Arrested for Child Molestation

Jesse Paul Martin, age 40, of Santa Barbara was arrested for multiple offenses stemming from the vicious sexual assault of a 7-year old girl, his girlfriend's daughter.

On September 14, 2012 at 7:56 a.m., several officers from the Santa Barbara Police Department responded to a Westside residence on a call of a sexual assault that had occurred to a child with the suspect still at the premise. SBPD Combined Communications Center personnel discovered that the suspect, Martin, had an outstanding no bail felony warrant for violation of postrelease community supervision and informed the responding officers. At 8:13 a.m. the officers made entry into the residence and arrested Martin on his warrant. Once Martin was in custody the sexual assault investigation ensued.

The investigation, which included a forensic medical examination and a children's sexual assault forensic interview by a psychologist, indicated the following. Martin had been dating the victim's mother for approximately two weeks. The incident occurred at the woman's residence, where Martin had been staying, and at the time two of the woman's three children were present; the victim and a younger sibling. At around midnight Martin sent his girlfriend to a store and while she was gone he preyed upon the victim. Using a Dremel power tool with an attachment used to etch glass, Martin scratched the victim's arm and then compelled her to submit to being sexually assaulted. The victim thought she was going to die. Following the incident, Martin told the victim that if she told her mother what had happened he would kill her.

When the victim's mother returned home she noticed that Martin's demeanor was noticeably different, appearing agitated and distraught; however she felt this might have been because Martin recently had a friend pass away. At approximately 4:00 a.m., however, Martin woke the victim's mother insisting that they needed to talk. Martin revealed to the victim's mother that he was a pedophile and sex offender and intimated that she needed to check on her children's welfare. The victim's mother immediately became concerned that Martin might have done something to her kids. She woke her children and upon doing so noticed that the victim had a facial injury. The woman hastily left the residence with her children and drove them to safety a short distance away. Once away from Martin she questioned the victim as to what had happened. The victim confided to her mother that she had been sexually assaulted. The police were then called.

In addition to his warrant Martin was booked at the Santa Barbara County Jail on the following felonies: · Oral copulation by force, victim under 14 years of age

· Lewd act upon a child under 14 years of age, by force

· Sexual penetration with a foreign object (digital penetration)by force, victim under 14 years of age and with threat of future retaliation

· Intimidate a victim with force or threats

Additionally, Martin was booked on the following misdemeanors: · Cruelty to a child

· Use of a controlled substance

Martin's bail amount is $100,000.00. His photograph was provided by the Santa Barbara County Sheriff's Office.
