Wild West Goleta

Are the Santa Barbara/Goleta foothills still the Wild West? We walked early this morning to find a man with three pack horses camped in the small undeveloped park off Cathedral Oaks at Camino del Retiro (across from the Alpha Training Center). He was gone by 9:00 am.
