2-Story residential building. It's too bad one cannot yell and scream in their own apartment anymore without the whole town showing up.

It's a woman, man..SBFD in service they turned the water back on but shut the gas off. I feel sorry for the gal I'm kinda 5150 myself but I don't get paid for it. The police are still on scene I hope she just gives up and gets help. I don't want to see her or anyone else get hurt.

5150 is the Health and Safety Code under which a 72 hour hold for danger to self, danger to others or grave disability can be written. Law enforcement uses 5150 as a short way to describe someone acting crazy.

Yea but lawenforcement is alittle loose with the term. It seems to go on and on and on with them. I think some of them think that people cannot change..Anyone got any spare change?

Check with ACT to see why this woman is not in their custody? Will it sounds like someone dropped the balls.
