Casitas Castle?

Looking through my pix from Monday's flight to Santa Paula, I got curious about something unusual. Could there be a new estate being built by the pond on this hillside just north of Lake Casitas? The rows of palm trees have a style like the estate atop Santa Barbara's "Eyelash Hill" and the white arc at left looks like a retaining wall with perhaps a basement dug out just to the right of that. Seems like it would have a great view of the lake, and also perhaps ocean and Ventura/Oxnard or even Anacapa. I put two larger pix of it on my Photo Page. Satellite pix on the gMap link above look like the same stage of construction and those are usually months old, so maybe work has stopped? Anyone know the story? Are there EdHatters in Ventura County? Is it something completely different? Did the county stop it due to watershed concerns?
