At approximately 5:09 PM, CHP Officer Javier Garcia was monitoring approaching traffic on US-101 northbound for the purpose of speed enforcement. He stood outside his patrol car utilizing a hand held Light Detection and Ranging (LIDAR) device. He was located along the right shoulder of US-101 northbound, just north of Casitas Pass, when he observed a Ford Expedition at a high rate of speed. He observed the Ford approach at over 100 MPH as confirmed by his LIDAR device.
Officer Garcia accelerated to get into position to make an enforcement stop. Officer Garcia observed the Ford exit US-101 northbound at Santa Monica Rd at a high rate of speed. The fleeing driver was unable to negotiate the sharply curved exit and collided with a raised concrete curb. The Ford continued across the ice plant and onto the US-101 northbound, Santa Monica Rd. on ramp. The Ford continued westbound on Via Real and into the Chevron parking lot. Officer Garcia observed five occupants exit the Ford and ran away. Three of the occupants ran towards the Motel 6 on Via Real just west of Santa Monica Rd. The other two occupants ran behind the Chevron on the corner of Via Real and Santa Monica Rd. Officer Garcia requested assistance. CHP officers along with the Santa Barbara County Sheriff’s Deputies with the use of air support and K-9, set up a perimeter. Officer Garcia with the assistance of Senior Deputy Messmore located the three suspects in the Motel 6 parking lot. The remaining occupants were located and positively identified by a witness.
