Airline Terminal project Takes flight: City Council Approves Construction Contracts

SANTA BARBARA, CA – Construction contracts for the Santa Barbara Airport Airline Terminal Project were approved by City Council on March 24th. Lash Construction was awarded a $3.8M contract, 25% below engineers’ estimate, for temporary facilities during construction and site preparation for the new terminal building foundation. EMMA Corporation was awarded the primary contract of $36.3M, 29% below engineers’ estimate, to build the new terminal, roadway and parking improvements, and rehabilitate the historic portion of the existing Terminal. The Project is expected to be completed in 2011 with no interruption to Airport operations or flights during construction of the Terminal facilities. A $3.2M Terminal ramp reconstruction project with Granite Construction that commenced last summer just finished, literally paving the way for the Terminal construction.
Terminal site preparation activity is scheduled to begin later this spring with consolidation of short and long term parking into the long term lot. The existing short term parking lot across from the Terminal will become the construction staging area for the duration of the Project. Additional long term parking is available at Lot 2 located on Frederick Lopez Road near the intersection of Hollister and Fairview Avenues. A free shuttle van service operates between the Terminal and Lot 2 every 10 minutes.
The new 60,000 square foot Terminal will retain the Spanish Colonial Revival architectural style of the existing Terminal and meet Leadership in Energy & Environmental Design goals to the greatest extent feasible. The new Terminal was designed by HNTB and the local firm of Philips, Metsch, Sweeney, Moore Architects to accommodate the Airport’s current passenger traffic of over 800,000 annual passengers plus an average growth rate of 2% per year over the next decade.
The 'Santa Barbara Airport Experience' will be enhanced with increased passenger amenities:
Additional front curb loading and unloading space
Centralized baggage claim
Additional security holdroom seating
A wider variety of concessions
Restrooms beyond the security checkpoint
Greater accessibility for everyone
The 1942 portion of the existing Terminal will be relocated and refurbished to house Airport Patrol and parking offices in addition to providing exhibit space for historical displays. A Mediterranean courtyard featuring a stone fountain will connect the old and new Terminal buildings.
Funding for the Airport Terminal Project is provided by revenue bonds (69.6%), which will be repaid by tenant rents and Passenger Facility Charges, Federal Aviation Administration Airport Improvement Project grants (25%), and the Airport Department Capital Fund (2%). As with all airport expenditures, no local tax dollars will be used.
