That is a stone sculpture by local artist Andy Johnson. His sculpture is also featured on many of Jeff Sheltons projects here in town.

You're right, 971P, this spout seems to have been repurposed to blow smoke, or to imagine blowing smoke. Reminds me of those images of the four winds in the corners of old maps.
