How about just a plain transient tax. Have the police approach each transient, confiscate, oh let's say 75% of however much cash they have, figuring the majority will already have been spent on alcohol/tobacco/other drugs. Make the rounds daily, hand out receipts, so they aren't double- or triple- taxed (like most of the rest of us). I know it is after happy hour, but hat would make me happy.

Gosh, that IS so GREAT! Now Helene Schnieder and Grant House can continue to give our tax dollars to all the "chronic homeless" (vagrants) that are sent here from Oklahoma City, Austin Tx, Medford Or, Kansas City Mo, Glendale, Burbank, etc...
Maybe some MORE handouts to the Santa Barbara Housing Authority (Social services out of control). It is truly amazing how much of our tax dollars, in a City of only 90,000 go to feed the social service MACHINE- Social workers, housing authority employees, subidized housing, homeless shelters, feeding, medical costs at ER's, the list goes on and on....

Yeah I am for a 'tax on transient homeless tourists' too! Why can they set up 'business' on state street for free while my mom and pop business is not only charged for a business license, but also taxed on a percentage of every dollar I try to earn? Tax 'em, if they can't pay, fine 'em, if they can't pay that, ship 'em back where they came from.
