I saw it too and it was Sheriff, not CHP. My guess is they were doing a high risk stop and the occupant of the vehicle was following the police instructions by raising his hands.

The Santa Barbara Sherrif's department was detaining a jay walker. This is part of a 6 month crackdown on jay walking in the county and they caught the ring leader.

I would imagine the guy did something to piss them off or he looks like someone they are pissed off at. Maybe he borrowed the car of someone who pissed them off. Or maybe the fact he borrowed the car without asking is what pissed them off. I just wouldn't stop and go ask them what they are doing when they are that pissed off. ....wink...
