I have observed that most of the people dumping diapers are Hispanic. I believe that culturally (not racially) Hispanics tend not to care too much about littering.

Every time I've seen someone do this, it was a Hispanic person. That's just MY experience. One lovely lady even left a dirty diaper in a box at my yard sale! Incidentally, what is "the downtown parking facility"?

Heh, head up to redrock sometime. Friggin' diapers everywhere. From what I have seen, I agree with the stereotypical "hispanic" to blame for this. Stereotypes are there for a reason.
