Maybe a simple bilingual sign, at the entrance to the parking lots, reminding people of littering penalties and the presence of surveillance cams wouldn't go amiss?

Cultural ignorance. Recent immigrants, those newer to USA culture, are not used to public trash cans that are regularly serviced. The solution is polite education and reinforcement of prevailing community standards. This goes for cigarette butts and candy wrappers too.
