It's almost certainly posts for a covered bus stop. The city has been slowly upgrading the bus stops throughout town, and there were concrete workers out there doing something to the sidewalk a couple of weeks ago.

It is pretty funny that in New York or D.C., such items could bring out hundred of officers and a costly hazmat/bomb disposal crew, especially with one phone call or cryptic note. I guess it was someone's art project that never worked, and they got creative on disposing of it.

Perhaps someone was waiting to see how long it would take before the question would arise on Edhat as to what these boxes were there for. I guess if it doesn't involve law enforcement, sirens, noisy helicopters, bad landscaping or homelessness it escapes notice for at least a fortnight.

Purely a guess. Noting the symmetry to the side and behind the bench, perhaps posts were put in that will eventually hold a cover for the bench.
