Looks like he was busy making a name for himself, per the syvjournal. com police blotter:

11-29-2007

Check Forgery

610 Alamo Pintado Road, Solvang (Los Padres National Bank)

A 59-year-old female from Solvang reported that a 34-year-old male from Lompoc entered the bank and presented a business check made out to Allen Rappuhn for $450. The teller cashed the check thinking it was legitimate. On Dec. 19, two employees of the SBFD station 32 reported that $450 had been missing from the station fund account. The bank refunded the stolen money to the fire station account and the case was submitted for a detective follow-up.

Or, as KSBY reported "CarpEnteria".

COMMENT 313917P helpful negative off topic

The PIT maneuver is very dangerous and doesn't work a lot of the time. It depends on the terrain and the unpredictable driving of the perp.

He drove by my house on Victoria. He wasn't a very high speed. They kept saying he was doing 40 MPH. I know that's less than a lot of the residents of this area do down this street on a daily basis.

Love the armchair law enforcement experts in the crowd. Obviously what's wrong with our country is no one is asking these geniuses among us to train the pros on how it's really supposed to be done.

Yeah, just like Roger's reporting, I'd like to see you try it!
And do it successfully. Everything takes practice, and something like a PIT maneuver will take luck, timing, good conditions.
Don't criticize those out in the field and on the front lines until you've done it yourself.
and a shout out to the dispatchers!

PIT also doesn't work on manual transmission cars.

In other news, Toyota trucks can take a licking and keep on ticking! 3 tires down and two PIT maneuvers failed? Sweet!

314015 - do you seriously believe that? What does the transmission of the car being PITed have anything to do with basic physics?

You are wrong.

@015: Why wouldn't the PIT work on stick-shift cars?

I'd like to know what the felony warrant was for. Cops really should have a better reason than driving without headlights to instigate a high speed chase across half the County.

If some citizen had been killed or seriously injured would it have been worth it? Doesn't sound like it to me.

@013, Yeah- we should just let anyone who evades the Police go... Who cares about enforcing laws. HE is the person who should be locked up for ATTEMPTED MURDER by driving a 4000lbs truck endangering the other drivers.
When did right become wrong and wrong behavior right?
This driver should have been taken out as he will just be revolving in and out of prison.

020 I too was surprised how worn and old this guy looks for his age. That haggard drained look that all drug addicts have, especially the meth users.

he totally looks like he's over 50! He should have stayed at Casa Dorinda, rather than going out joy riding in his grandson's car!

COMMENT 313896 helpful negative off topic

I think 015 is reffering to the fact that automatic transmission vehicles will stall if they spin backwards suddenly. With a manual you could theoretically shift into neutral, and possibly spin all the way around and keep driving. However most drivers would lose control of the vehicle once they are backwards reguardless of what type of transmission they have.

I'm confused - a cop like Beutel can intentionally misuse an instrument like a breathalyser to arrest an innocent person, forge their name, write perjury in a police report that could end up costing them maybe 50K in legal fees, fines, insurance, etc, no problem. This guy forged a $450 check once, definitely a crime.

COMMENT 314143P helpful negative off topic

062: Check stats - it's cops on high-speed chases who kill people. This wasn't necessary - this guy wasn't a dangerous violent criminal who needed to be apprehended NOW for public safety - this is a macho Rambo incident, probably a great relief from boring traffic patrol.

ROGER DODGER helpful negative off topic

2012-08-29 09:09 PM

Also inportant to note that no one was hurt or killed in this action. It was neccessary to continue the chase because SBSO thought the guy was carrying his sawed off shotgun which he is known to do. He was acting so unpredictable that by stopping the chase the public would have been more in danger. Plain and Simple the cops in this case did an outstanding job..

Not just drugs that make a person look old; alcoholics can add 10-20 years to their looks. I've seen it, they clean up and look so much younger. I'd imagine the $450. check was just his latest; carrying a sawed off shotgun fits in there somewhere, he owns it for a reason.

No surprise that this guy tried to make it to "meth" heaven, the Chumash Casino for one more trip before returning to jail. I don't think I read anything in the recent Armenta Editorial in the NP about all the crime and drugs at the casino just his take on what a great asset the gambling casino is to the community, syphoning millions in gambling losses out of the community but providing a few low paying unprotected "jobs". Nothing in that piece either about the millions they don't pay in taxes that are needed to pay for all of the public services, roads and other infrastructure used by the tribe and it's gambling complex.
