The US has the highest prison population in the western world, and also higher than Russia. Isn't it time we fixed this problem, rather than build more prisons?

Why stop building, especially in Cali? Santa Barbara will have more places to place the homeless, and support one of the largest unions in the USA. Fix it? Why? The budget for the CDCR is the states biggest, crime pays well, not just for criminals but for those whom have set up a system to fail. Try and cut the budget of any law enforcement agency, know what will happen? FEAR will arise through sensationalizing an event that never happened in the past, and will never happen again.. Wakup populice, they have you!

the unanswered question in this self-congratulatory press release is: where will the money come from to fund the operation of this? The voters have TWICE rejected supporting a new jail. So why build it for them?

When you have a free society, it stands to reason there will be a higher rate of incarceration because people have more freedom to be totally stupid. Nothing to be ashamed of. America lets you be a winner or a loser. And we do need to keep locking up the losers. They blew their chances to be winners so taking them out of the bounds of reasonable society is the right thing to do. There are other societal choices: no freedom, total freedom or freedom with limits. Other countries with lower incarceration rates restrict lives in far more oppressive ways across the board. So know of what you speak and build that jail. It is still all about choice in the US. And some people who keep choosing to violate the freedom of choice they are given deserve to be locked up. It is a fair system. They do not get hauled off in the middle of the night with no trial.

049 AWARENESS. For example; are the citizens of SB "aware" that most of the parolees supervised out of SB are sent back to prison for minor parole violations, or "housed" in the SBCJ ?(for a fee) These violations in SB are alcohol related, behavior you can see everyday at the free concerts at Chase, yet SBPD fails to enforce because of who may be cited. I admit that some parolees should abstain from drink due to their crime, yet that condition of parole is to often placed on those who don't meet the criteria for such a condition. The point is, the system has a formula to keep the budget coming, and growing. Check the statistics on those "housed" in the penal system, the amount of money payed to "house" them, the alternatives to incarceration, ext,ext, then you will begin to see.. Follow the money......... Lawlessness should never be tolerated, in any society. But let those who enforce our laws be motivated by justice for all, not money......

How about we adopt Sheriff Arappio (sp?) from Arizona's plan for prisoners. They could have tents (yurts 'cause its Santa Barbara County), a bowl of cereal in the morning, PB&J for lunch and Mac'nCheese with hot dogs for dinner. It would bring down the estimated annual cost of operation for $6-$8 Million, down to about $500,000. Have them do roadwork weeding and graffiti removal too.

And a tenth of that $80 milllion would ensure our local schools had the money they need for decades--but no, that's not a "priority."

Julian I am glad you said that. When prisons are run by private company's for profit..you know things are not right. When we have millions of citizens as prisoners..you know something is wrong...I don't give any opinion on an answer to solve it, but at some point you have to start asking questions. The USA has more people behind bars than Russia...that really sucks and.. it's really sad. RIP USA RIP the freedom we used to have.

We need to legalize drugs. How many of our prisoners are in for drugs that a large portion of society uses?

yes, this makes tons of sense. it's way more important to lock up citizens for victimless crime than invest in educational programs that encourage progression in science, technology, engineering and mathematics. teaching our children to compete with their peers on a global scale would be foolish and headstrong /sarcasm
