Yeah I'm betting it was the kids too... summertime and they shouldn't be downtown without adults but they are. Mine are not allowed, primarily because of the profusion of vagrants. Sad!

What happened to kids going to the park, the pool, the beach, the movies in the summer time? Now there are packs loitering downtown. Good grief get a summer job already!

Why assume it was the kids exactly? Could easily be the same types that have been assaulting women for their purse or hitting 5 year olds. I have been yelled at by bums on lower state, I have also thought I was being yelled at when the person was just talking to no one in particular.

Who knows who the HELL started it SNOT me I wasn't there. I heard it twice within 5 minutes which is why I posted it. That and I'm getting tired of hearing transients vs kids, aien't right. I heard it was the same group of transients that was starting trouble in the 900 Block of State this morning was anyone there? If your around town any you witness this kind of behavior please feel free to share.

960 - Actually, I'm glad to hear the anti-transient talk on Edhat. I'm hopeful that it will balance out the prevailing attitude in Santa Barbara that anyone who claims to be homeless will be coddled here in our town. The truly needy residents of our town should be helped back up in their less fortunate time but no way should transients enjoy our support and funds.

How can we proactively get the vagrants away from state street without breaking the law? So tired of getting harassed and I think we shouldn't have to put up with it anymore

If they bother you call the police. If it's not an emergency call the business number use to be 897-2300, not sure if its the same number. If it is an emergency call 911.

Great question 990. I think we should have more enforcement of the laws re: loitering, drinking in public, public urination, and harassment. The police should be handling this more proactively, but that means more officers on duty. Also, it means more space for detainment. So we need more police presence and more jail space, sounds expensive and right now that is particularly unfortunate. Other things we can do will also cost money but not as much as police action; -Getting employment is one way. We can start by making sure these people can get jobs that are taken by illegal aliens. This has a lot of ancillary benefits as well. -Getting treatment is another. If the mentally ill are convicted of crimes, instead of jail why not have a mental health facility. With jail they are back on the street in days or weeks, maybe months with no chance of being any better upon release. A facility that will treat the illness while detaining them in leu of jail would have a chance of making a difference. -Stop giving money. By getting money from passers by they can avoid going to shelters. This leaves them vulnerable to the elements as well as more likely to cause problems to the public. On the east coast giving money to homeless can be deadly if it keeps them out of a shelter in the winter, same principal. A combination of all of the above would have a positive effect. I am sure I have not thought of everything I am curious to hear what others say.

Perhaps I'm jaded by walking downtown so frequently, but I believe the best solutions to getting the homeless to move on are things like ignoring them, not giving them money. Maybe spraying them in the face with a water bottle & firmly saying "NO" any time they ask for money (since it's illegal). Ok, that's just what I'd *like* to do.

Giving beggers money is the worst way to try helping. My husband worked on Haley at the acohol and drug abuse center, not wanting to see anyone go hungry, he'd give them tickets for a meal at the Salvation Army. Money buys alcohol and drugs, perpetuates the problem.
