Hopefully the Planning Commission takes action. I'm sure nothing will come of this, but it's too bad for Milpas business/home owners. That area is spoiled by the shelter.

I wont even go to Tri-Counties market anymore; its like driving or walking a gauntlet of seriously disturbed characters, most of whom have no connection to Santa Barbara,

The past city council created this mess. And yet you voted for re-treads this last election. Please clean house in the next 2013 election and maintain a strong council majority who can finally clean up this prior city council mess. Santa Barbara cannot solve all of societies ills on its own and while it has been piously trying to do exactly that playing some ineffectual guilt card, the rest of the city residents have been battered in the long sustained fall-out of this misguided and misdirected social agenda foisted up on us by the overly zealous few. Bring back balance and compassion for Santa Barbara residents as a whole, and not every free-loader and panhandler who chooses to come here to take advantage of the city's past misguided compassion carry off the lions share of city resources.

"...far from the maddening crowd of the Cacique Street homeless shelter where drugs and alcohol are never hard to obtain..." Well put, Nick Welsh. Oh, and 293688P...It's Tri-VALLEY Produce, and why don't you simply get there from the Cabrillo side? No one says you have to get off the 101 at Milpas.

"...Foley stated he hadn’t had time to digest MCA’s bill of particulars..." I don't think time is the issue....more likely "access". Byrne's 170-page diatribe is probably sitting at the bottom of Foley's wastebasket.

709: It's Tri-county Produce. I shop there frequently and never have problems; the staff is very capable. But as for the subject, the facilities should be spread throughout the city since the Casa ESP. is clearly unable or unwilling to oversee the neighborhood. It is not a pleasure to live in that general area and with the proximity of the beach and the bike path (and the property taxes we pay) it should be.

Casa Esperanza is participating in mission creep which is one more reason so many feel-good projects go bad. Foley admitted they were "exploring" option for the viability of this shelter, which means to me community support is probably dropping and they are now "exploring" selling out the original intent of this shelter to the highest bidder and disregard for the regulations or consequences. This is what happens when feel-good projects get a sense of entitlement and mission for their own self-preservation rather than carrying out their original intent. This mission creep by Casa is so outrageous it has to get a TRO now.

The CASA is nothing more than an enabling center for urban campers from across the U.S. to get a regular feeding and vacation / respite from whatever state they came here from. I am all about supporting LOCALs in trouble, (please have a local-past work history) to qualify for help, but as it stands, it serves druggies and alcoholics from all over at OUR expense. Enough.

Well put, @293707. It's not the City of Santa Barbara's job to rescue every single person who made a bad life decision or who didn't get a fair shake in life. I, too, would love to see the city government get back to basics, i.e. public safety, fire & rescue, roads, and park and recreation and stop with all the social work. It's time that the city start focusing the taxpaying, law abiding resident for a change and it can start by not raising trash and water rates.

Religious institutions have long been the place where individuals get help. No reason for local taxpayers to duplicate services. No one is owed religious "freedom" when they demand handouts. Social security and veterans admin provide an adequate social safety network for those truly disabled. How did it get so far out of control here? It was an unholy alliance between professional agitator Mitch Snyder and the SB tourism industry back in the 1980's, that told SB powers that be to bend over backwards to avoid the national publicity stink these professional agitators were causing SB in the FigTree days. Even Doonesbury weighed in to mock "rich" Santa Barbara. Then social progressives who were heavily invested getting paid to "solve" this problem started playing the guilt card to subsequent city councils, who got to pretend they were "compassionate and progressive" and the cycle of fraud got institutionalized.

...and Milpas went from an old Hispanic Santa Barbara source of pride to a dumping ground and sacrifice area for the rest of the City. Not that it's all bad - frankly I'd prefer to concentrate those services in one location rather than have them be spread out which actually makes it more difficult for those residents who really do need help. I thought about one poster's suggestion to move it all out by the airport and then realized that it would just concentrate the problem segment of the clientele on Goleta Beach and UCSB. How about Cuyuma? Some good farm work and fresh air might be helpful.

Tri-County Produce is my favorite store! It's the best market for fruit, veggies, organics in town. I've been going there for years. I won't penalize a store just because Casa Esperanza lets the inmates run amok. The city needs to come down on that shelter hard! I see Tri-County staff keeping a close eye on things, and being very responsible. And I love their fresh squeezed lemonade - rocks!

Tri-Counties is exactly the type of business that deserves our support and the city's full cooperation to make sure this business can maintain a healthy and safe working environment. They sell healthy food at fair prices, they feature local products, and they are just all around good guys and gals. So what does the city do -- let the baseball field bums, RV parking dumps and Casa Esperanza's daily effluence put them smack dab in the city's no-enforcement vagrant enabling zone. Hang in there, Tri-Counties you will win. I know you have been fighting this battle for years and getting kicked in the teeth by too many past city council members. Just proves eating vegetables is so good for you, that you have this much strength and endurance to have survived so long.

I live in the Milpas Street area and things aren't nearly as bad as many people complain about. For many, the glass will always be "half empty". But for me, I count my blessings. For those of you opposed to Casa Esperanza as well as any detox facilities, just think of what it would be like if neither of them existed!

009, the issue at hand is Casa Esperanza is not in compliance with their permit. It doesn't matter if they have a corral of unicorns. They're not in compliance with their permit.

Depends on how often people get out of their houses in the Milpas area when they report what they see. Things are bad here, we know the cause and they have to stop.
