the water here looks just like the water around the edges of the bird refuge right now.... water quality in these areas are clearly telling.

Nope. That's just normal oil from the boats in the harbor and sediment rising to the top and staying there due to tidal fluctuation. It's pretty normal, particularly during summer when it's hotter and there is less breeze over the top of the water. Not to say it's not gross or an eco-burden. But it's not dangerous or from a spill.

Agreed, it's just gunk; doesn't look like oil to me. But as for the Bird Refuge, I just drove by there along Cabrillo and did not smell the rotting scent, although the water was brown.

Just your typical generic pollution. Nothing to hang on the usual suspects, except it's definitely from human activity. I know.... duh, huh?

025 the people who live aboard or use the harbor regularly generally don't pollute. Not to say that there may not be some bad characters occasionally, but our harbor has tested pretty clean from the reports that I've heard. Also, nature is pretty kind and flushes it regulary with the tides.

I believe any boat with toilet facilities onboard and a septic storage tank must place a dye pack into the tank and any discharge (totally illegal) in the harbor will discolor the water making it easy to spot an offender followed by a very expensive citation! The light film or sheen shown in the photo is just processed oil that flushes out of water cooled engines operating in the harbor. Oil spill scum is brown and much thicker and easily spotted.

There are socialist nanny-state blame the corporations and stick it to the Man species. AKA: The victim species. The blamer species. And there are the live with your own choices and take the consequences of their own decisions, who thoughtfully make those very same choices for themselves and others species. AKA: The personal responsibility species. Really not more than just those two.
