Do I see Snowy Plovers in one of the photos? If so, the area will need to be cordoned off and preserved as is, stench and all!

Considering there are several California Condors living just a stone's throw from the bird refuge and they a have very keen sense of smell, would you agree that having that nasty, rotting odor day and night for long periods of time is abuse to an endangered species? Maybe the Federal Government needs to weigh in on this. Fish and Wildlife?

Let's face it.... The Political Will doesn't exist to deal with the problem as it stands... I doubt the public will stand for tax increases to try and fix this ongoing problem.... The only real solution is to drain the lagoon, excavate the organics and bring in clean fill and prepare to dispose of the property.... As a well located and valuable piece of real estate I am sure the highest bidder will pay a pretty penny.... With the proceeds we can install city sewers for those areas of Montecito and Hope Ranch that are sadly lacking!

459 you are right on the birds. I wonder how much it would cost to have the tidal flow go in and out of the refuge? Bridge and or some sort of piping project?

There needs to be some sort of regular aerating system. Allowing a problem to grow to this magnitude only makes for a much worse situation when it finally must be dealt with.

All they would have to do is open the concrete gate at the south end of the refuge and dig a small trench through the sand to the beach. Gravity and the tidal flux would take care of the rest.

It's so pathetic that we have charging stations for electric cars and our local government takes pride in our jail having solar power and all that but we have this putrid and rotting place for our local ducks! It's got to change, it's unacceptable!

Installation of significant pond/water aeration is one huge step that is critical to effect long term improvement to the water quality here... the City could even install a solar powered aeration system!!! ... perhaps such a system might even prove to be cost effective???!!!! ... cities indeed have installed these systems, solar or other, in ponds with water quality issues such as there are here, and have had good outcomes.... whats there to lose?

You people are hilarious!!! You think condors care about the smell? They're vultures that eat carrion, they probably LOVE it. You think ducks at the bird refuge are more important than alternative energy and clean air? How short-sighted can you be? The ducks can fly to any other local pond if they're not happy there. We humans cannot escape the effects of burning fossil fuels. You want them to open a gate and let the water out into the ocean? Ever heard of ocean water quality? You think the City is allowed to just dump untreated water into the ocean that way? Get real! This problem just cropped up less than 2 weeks ago and it only happens every few years. The City is addressing it. Yeah, their solution isn't perfect, but give it a chance. The only permanent solution would be removing the bird entirely. Is that really what you want?

563- Condors are able to smell carrion from miles away. In anyone's book that is a very sensitive nose by the way. Funny that you would say the Bird Refuge is too polluted to be drained into the ocean. It is probably draining into the ocean as we speak. It would be nice if we used the funds raised from the passage of Measure B to alleviate the Bird Refuge problem. After all, when the measure was put to a vote it was promised that the funds raised by the measure would be "used to treat contaminated storm drain water before it enters the creeks; restore native creek vegetation; expand city street cleaning to residential neighborhoods; investigate incidents of illegal dumping; and track the sources of contamination." It definitely appears this has not been the case. The money's there, because the measure passed, but unfortunately there are too many lobbyists confusing our local officials. Use the money productively, darn it!

Since the refuge is named after Huguette Clark's sister and is across from Ms. Clark's mansion, perhaps the executors of her estate would be willing to consider coughing up a few thousand dollars the tens of millions in her estate to bring the bird refuge back to its earlier splendor.

Plenty of sharp minds and grad students at UCSB, between Natural Resources and Marine Institute. I think they should get involved and help the City figure out a solution. Maybe the City needs to ask them?
