A guess would be that the victim was so shocked and scared, probably by threats and seeing and feeling a knife at her back, that she couldn't react immediately.
We ALL have wonderful hindsights as to what an appropriate action or words to use may have been.
How many times do I think of the perfect retort to an unkind comment?

Couldn't react immediately? If someone took my savings in less than 2 minutes, I think there would be some kind of reaction! At least a "DAMMIT!" Hope this person is found.
